NOTICE

Charleston-Kanawha Housing Authority (CKHA) accepts online and paper pre-applications for Public Housing, the Housing Choice Voucher (HCV) Program (formerly called Section 8), and Project Based Voucher units. 

The online pre-application portal will available 24 hours a day, seven days a week, on any Smart Mobile Device with Internet access. 

Pre-applicants will be added to the Waiting List based on Preferences, Date and Time of online pre-application.

   IMPORTANT NOTICE: If you are unable to complete the online pre-application because of disability and/or need assistance in completing the pre-application, please call 304-348-6451. TDD/TTY users may contact this party by dialing 304.348.6840.

CKHA does not charge application fees. Please be aware of any website or company that states that it charges fees on behalf of CKHA.

Submitting A Pre-Application for Rental Assistance

Applying to live in one of our affordable housing properties, receive a voucher, or live in a Project Based Voucher (PBV) unit is easy. Here is what we need from you to start the process:
  • Completed Pre-Application (online)
  • A current mailing address
  • Photo IDs for every household member 18 or older
  • Birth certificates for every household member
  • Social Security cards for every household member
  • Proof of Income - 2 consecutive pay stubs or SSA benefits statement
Next Step in the Application Process
If you have submitted an online application, you will need to provide the following documents within ten (10) business days from the date of submission. The following documents can be either mailed  or hand delivered to CKHA, 1525 Washington Street, Charleston, WV 25387, ATTN: Applications, or emailed to applications@ckha.com. If the documents are not submitted timely, your pre-application will be marked as'withdrawn.'
  • All documents listed in the section 'Submitting a Pre-Application for Rental Assistance' section above. 
  • Complete a form HUD-92006 - Supplement to Application for Federally Assisted Housing
  • Complete a Criminial Record Request Check/Credit Check Authorization Form for all household members 18 years and older.
  • Documents for Residency Preference if address for Photo ID is different (examples include copy of signed lease, letter from shelter, or other official document).
Project-Based Voucher Properties
CKHA has the following affordable housing properties for rent. Tenants receive subsidy through the Project Based Voucher (PBV) Housing Choice Voucher (HCV) Program.

  • Prezioso Way (family site - 20 apartments & townhomes)
  • Legion Apartments (family site - 11 apartments & townhomes)
  • Little Page Terrace (family site - 66 apartments & townhomes) 
  • Washington Manor (family site - 71 apartments & townhomes)
Public Housing
CKHA has the following affordable housing properties for rent. The Public Housing units are owend by CKHA and are located in Charleston, Dunbar, and Rand. Unit sizes range from studio to six-bedroom apartments. For a listing of properties, click here.

Housing Choice Voucher (HCV) Program (also commonly referred to 'HUD' or Section 8)
 The HCV program enables a family or individual to select their own rental unit in Kanawha, Clay, or Putnam counties. Property owners or landlords advertise properties on the CKHA website, click here.

Mailing Adresses
You must keep your mailing address current at all times. We will be in contact with you by mail and returned mail with no forwarding address may cause your pre-application to be disqualified. All personally identifiable information will be kept confidential.

Eligibility
When we receive your pre-application and identification documents, we screen for your eligibility for all programs. We run criminal background checks on every adult in the household. We also check to see if you owe money to any housing authorities  and contact previous landlords to verify that you were a good tenant (Public Housing).

The following list contains reasons that would cause you not to be eligible for any CKHA programs: 
  • Any household member has been convicted of the manufacture of methamphetamine on the premises of federally assisted housing;
  • Any household member is subject to a lifetime sex offender registration requirement;
  • Any family member evicted from federally assisted housing within the past 5 years;
  • Any PHA has terminated assistance under the HCV program for any member of the family as documented in EIV in the last year;
  • Outstanding debts to housing authorities;
  • Prior terminations at housing authorities or a number of evictions; and 
  • Negative reports from previous landlords.
Placement on the Waiting List
When you pass our background screening process, you pre-application is placed on a waiting list for the housing properties for which you qualify. These properties are listed above.
  • Working Preference: A preference is give to families where the head, spouse, or sole member is employed at least 20 hours per week, or where the head of household, co-head or spouse has a disability or is elderly (62 or older). Families who qualify for a preference move up the waiting list faster than other families.
  • Residency Preference: A preference is given to families who live, work or have been hired to work in Kanawha, Clay, or Putnam counties. 
  • Non-elderly Disabled: (Housing Choice Voucher Programs Only). Non-elderly persons with disabilities transitioning out of institutional and other segregrated settings, at serious risk of institutionalization, homeless, or at risk of becoming homeless. 
  • Emergency Housing Preference: (Public Housing Only) Families and individuals are considered to be involuntarily displaced if they are required to vacate housing, permanently or temporary, as a result of one of the following situations:
    1. A natural disaster including, but not limited to, fire, flood, hurricane, tornado, earthquake, etc. that has caused  the unit to be uninhabitable; and/or
    2. Federal, State, or local government action related to code enforcement, public improvement or development.
If you have applied online, you can check your waitlist status at www.waitlistcheck.com. If you have completed a paper Pre-Application Packet, you can check your status on the watilist by bringing a photo ID to the information window at 1525 Washington Street West, Charleston, WV 25387.

Orientation & Briefing Sessions
Public Housing - Once you have passed the initial screening, you will be invited to attend an orientation briefing which will explain the lease, how to request repairs, what services are available to you, etc. At this orientation briefing you will be required to provide updated income and household information and complete a Full-Application. The briefing is held at the CKHA Adminstrative Office located at 1525 Washington Street West, Charleston, WV 25387, and includes a Powerpoint presentation, printed copies, and an individual interview with a live person to answer your questions.

After this briefing you will go through a final screening process, which includes, criminal and credit background check, suitabity for tenancy, and landlord references. Once you are found to be eligibile, you will be placed on the Public Housing waiting list. 

Housing Choice Voucher (HCV) Program - Once you are found to be eligible, you will be placed on the HCV waiting list. At the time your name comes to the top of the waiting list, you will be invited to an orientation. At this orientation you will be required to provide updated income and household information and complete a Full-Application. After the required information has been verified, you will be invited to a HCV briefing where you will go over program guidelines and receive your voucher.  The orientation and  HCV briefing is held at the CKHA Adminstrative Office located at 1525 Washington Street West, Charleston, WV 25387, and includes printed copies, and an individual interview with a  live person to answer your questions. At the HCV briefing you will recieve a Family Briefing Guide for future reference.
